The history of the China Horse Industry Association (CHIA) can be traced back to the month of March in 1976. In October 2002, the Association acquired its present name by merging the National Horse Breeding Committee and China Stud Book Committee together. Mr. Wu Chang-Xin, fellow member of the Chinese Academy of Science, had since held the presidency of the Association upon election during the first and second CHIA assembly.
On the third CHIA assembly held in March, 2014, Mr. Jia You-Ling, the chief state veterinary administrator, was elected president. Meanwhile, Mr. Bu He, the vice chairman of the 8th and 9th Standing Committee of the National People's Congress, Mr. Simayi Maimaiti, the vice chairman of the 10th Standing Committee of the National People's Congress, and Mr. Wuyun Qimuge, the vice chairman of the 11th Standing Committee of the National People's Congress as well as Mr. Wu Chang-Xin were invited as honorary presidents.
As one of the advanced social organizations of China, CHIA has an independent legislative status. Besides being a full member of the International Stud Book Committee (ISBC) ,the Asian Racing Federation (ARF) and the World Arabian Horse Organization (WAHO), it is also one of the founders of the International Akhal-Teke Horse Association (IAHA) and the observer member of the European & Mediterranean Horseracing Federation (EMHF).
Committed to develop China’s horse industry and manage the business of the association in a scientific manner, CHIA works hard to establish and maintain a healthy and harmonious environment for the industry. Based on the principles of honesty, fairness, and transparency, CHIA will try all means to provide the best services for its members, promote the development of horse industry, and contribute to the realization of the Chinese dream of national rejuvenation and economic prosperity.
Founded in September 2016, the CPC branch of CHIA will work hard in accordance with the requirements and instructions of the CPC Central Committee to strengthen the leadership of the party, play the political and exemplary role of the CHIA branch, adhere to the leadership of the party and the unity of legal autonomy, unite the forces of all individuals and institutions interested in horse industry across China so as to fulfill the dreams of China’s horse industry with unswerving determination and praiseworthy action.
In terms of its executive branches, CHIA is composed of the Secretariat, National Center of Equine Safety and Welfare, CHIA Media Center, Drug Test Center, DNA Profiling Laboratory, and National Stud Farm. In addition, the CHIA also keeps close links with its affiliates such as the Equine Policy Research Center, China Stud Book Committee, China Racing Authority, Local Breeds’ Registration Authority, Breeding Committee of Equine Animals, National Institute of Horse Culture and Arts, National Alliance for Equine Education, National Akhal-Teke Horse Association, National Rodeo Committee, National Alliance for Racecourses, etc.
CHIA is committed to the following missions:
1) to enact rules and regulations, assist government in managing horse industry, and promote the development of the industry;
2) to work out standards for horse feeding, diseases prevention, and professional training;
3) to maintain stud books for Chinese equine animals and carry out selective breeding and performance assessment in accordance with related rules;
4) to establish registration for Chinese horse breeds, and promote cooperation between Chinese and foreign registries;
5) to maintain the registration of Chinese Thoroughbreds in accordance with the ISBC regulations, and publish the annual China Stud Book accordingly;
6) to carry out performance assessment (speed, pulling power, and endurance) in accordance with the Animal Husbandry Law of the People’ s Republic of China (2005) and the Regulations of Breeding Stock Registration (2006);
7) to organize professional training, provide consultation, and promote product development, technology transfer, and professional education;
8) to organize exposition and fair under governmental commission to meet the market requirements;
9) to organize and coordinate horse show, auction, import/export, races and events, and improve the Chinese horse culture in general;
10) to carry out drug tests for race horses in accordance with certain rules and by approval of the authority;
11) to publish periodicals, books, photos, and audio-visual products according to related rules and market needs.
During the past years, CHIA has not only initiated the China Grand National, the CHIA Beijing Time, the CHIA Conference on Horses at Tianshan Mountain, the CHIA Professional Training in Guangdong, the CHIA Conference in Shanghai, and the National Forum of Sec-Generals, but also proposed to set September 19 as the annual “Horse Lover’s Day” in China.
Aiming to promote the horse industry in China from the top, CHIA put forward the concept of Steed Diplomacy, advocated the founding of the National Horse Guards Parade, made great efforts in establishing the National Stud Farm, and endeavored to formulate and develop China’s horse industry and racing events in the long term.
On the International Akhal-Teke Horse Association Special Conference and China Horse Culture Festival hosted by China Horse Industry Association in May 2014, Chinese President Xi Jinping remarked as follows,“Horse plays an important part in traditional Chinese culture, and horse culture in China has a long story to tell. At present we need exactly the power, spirit and stamina of this noble animal for construction, development and innovation in all areas. For me horse is not only a symbol of perseverance and persistence, but also a symbol of unfailing courage and endurance. Today, China is galloping forward with faster pace in order to realize the nation’s dream of great rejuvenation.”
Abiding by the guidelines listed above, CHIA will make greater efforts together with individuals and institutions interested in the development of China’s horse industry, in order to promote the spirit of noble horses and contribute more to the realization of the Chinese dream of national rejuvenation.
