Youling JIA

As the president of the China Horse Industry Association (CHIA) and chairman of the China Racing Authority, Mr. Jia Youling was once a member the 11th Political Consultative Conference and a representative of the 5th National People’s Congress of China. Besides, he was also the former Chief Veterinary Officer and Director General of the Animal Husbandry and Veterinary Bureau of Ministry of Agriculture of China. Now, Mr. Jia is the manager of the International Friendship Horse Farm in Beijing, dean of the School of Veterinary Science of Inner Mongolia Agricultural University, vice director the academic committee of the State Key Laboratory of Pathogen and Biosecurity, advisor of the National Center for Animal Disease Control and Prevention, member of the Chinese Academy of Agricultural Sciences (CAAS), and part-time professor of both China Agricultural University and Lanzhou University.
Working as secretary at the Animal Husbandry and Veterinary Bureau of the Chinese Ministry of Agriculture as early as in 1979, Mr. Jia was later promoted in 1986 as provincial director of the State Council Office of Poverty Alleviation and Development. In 1989, he was appointed first as chief officer of the National Animal Husbandry and Veterinary Station, then Director-General of the Animal Husbandry and Veterinary Bureau of Ministry of Agriculture of China and Chief Economist of Ministry of Agriculture.
Over the past 40 years, Mr. Jia has been working in the areas of animal farming and animal healthcare, and thus has accumulated considerable professional expertise in dealing with animal breeding, feedstuff and nutrition, disease control and management. As one of the leading experts in international veterinary profession, he has been delegated to engage in international activities and negotiate on behalf of China for several times. In May 2007, under Mr. Jia’s facilitation and unfailing efforts, China acquired full membership of the World Organization for Animal Health (OIE) on its 75th Annual General Session held in Paris. This year, Mr. Jia again will represent China to become a full member of the Asian Racing Federation (ARF) on the 36th Asian Racing Conference to be held in Mumbai on January 24-29.
